2010 League Rules
In most cases, the Full Count League follows NCAA baseball rules.

Rule Exceptions - The following rules supercede any conflicting NCAA rules
Roster Management
- All teams are required to have a minimum of 14 players on their roster at all times.
- Rosters are due to the League by June 1. Any violation of this rule will result in a $20 fine per week. If a roster has not been received by June 15 the entire coaching staff will be suspended until the roster has been received. If the roster has not been received by July 1, the team will forfeit every game until the roster is received.
- Every team will be awarded two “free roster transactions”. These players may be added to their roster at any point during the regular season at no cost. Additional roster moves may be made at a cost of $20. This fee will be paid directly to the league. Payment for these players must be made within 72 hours of the player’s addition. If the money is not received the player is no longer eligible to play in the league until the money is received. If at any point a team has added two players in which the fee was not paid, that team will no longer be able to add players until the money is received.
- Players are not eligible to play until the League Commissioner (Shane Mitchell) has been notified.
- Any team using an ineligible player will receive a warning on the first offense. If the ineligible player has pitched in the game he will not be able to pitch in the next two games. The next offense will result in a suspension of the Coach and a $10 fine.
- Any player added to the roster with less than six games to play will NOT be allowed to pitch in any game.
- Teams will have a roster maximum of 20 players. Any team can increase this maximum by paying $10 per additional spot to cover insurance costs. Please note that the fee is subject to change.
- Players are required to play six games to be eligible for the playoffs.
- 3-Man Rotation - Any pitcher entering the game before the fourth inning of a game will not be allowed to enter the game before the fourth inning of the next two scheduled games. The 1st violation will result in a warning. The 2nd violation will result in a one game suspension for the coach. Each subsequent violation will result in the suspension of the coach and the player. If a team has been notified that they are using an ineligible pitcher the Coach MUST remove the pitcher immediately. The relief pitcher will receive as many warm-up pitches as needed.
- A player entering a game before the 4th inning due to an injury is not subject to this rule. The injured player must leave the game and may not return.
- If a scheduled game is not played due to circumstances out of their control (i.e. rain), both teams are allowed to move past their current scheduled pitcher to the next pitcher in their rotation in the following game. If this rule is enacted the commissioner must be notified prior to the team's next schedule game.
- If a game is not played due to a forfeit, the team that received the forfeit win may move to the next pitcher in their rotation in the following game. The team that forfeits is NOT allowed to move to their next pitcher. Exception – A pitcher can NOT start consecutive games
Game Play Rules
- Line-Up Cards – Line-up cards are to be exchanged by coaches prior to the start of each game. Lineup cards should list all starting players and all reserve players present and in uniform at the start of the game.
- There is NO mercy rule.
- Only coaches and assistant coaches are allowed to challenge any call made by an umpire. If an umpire ejects a player from a game, the coach may also be suspended if it is determined that the coach was egging on the player or did not do enough to stop the incident.
- Any team that forfeits a game will be forced to cover all umpires fees at game time and will receive a warning. Any forfeit after the warning will result in a fine and possible expulsion from the league.
- Any forfeit in the playoffs may lead to a one year suspension.
- Any player ejected from a game will receive at least a one-game mandatory suspension. The league may increase the suspension due to extenuating circumstances.
Reporting
- The Home Team coach must report the score of each game by 10:00pm of the day the game was played. All scores need to be reported to both Corey Tomlinson and Shane Mitchell.
- Coaches are responsible for turning in stats. Stats will be updated on the web site every week by midnight on Monday. If stats are not submitted to the league in a timely manner throughout the season by a Coach, that team's players will not be on the All-Star ballot. All teams that do not turn in stats, meet rosters requirements, or pay fees in a timely manner will be placed under review at the end of the season. The League Committee will vote to determine whether the team will be allowed to return the following season.
Make-up Games
- All Re-scheduled will be subject to the following rules (due to the number of rainouts at the beginning of the 2010 season, the following makeup requirements have been adjusted):
- If a game is rained out prior to June 26, teams will be given at least 3 days notice.
- If a game is rained prior to July 9, teams will be given at least 2 days notice.
- If a game is rained out after July 9, teams will be given at least 24 hours notice.
- If a team has been given appropriate notice for a game and is not able to field a team of at least nine players, that team will receive a forfeit loss.
These rules are subject to change by the league's rules committee and potentially by precedents set in prior situations. |
